The attention of all the Regional Joint Directors of School Education and the District Educational Officers in the State is invited to the reference read above (copy enclosed), wherein the Joint Secretary to Government of India, Ministry of Human Resource Development, Department of School Education & Literacy, New Delhi has informed that to prevent any incident of molestation or sexual abuse of school children, students and teachers need to be sensitized on issues related to Good Touch and Bad Touch. The children need to understand and differentiate between a physical touch which makes one uncomfortable and brings in fear and insecurity, from the physical touch which makes one feel secure and happy.
As a step in this direction, the Ministry of Women and Child Development commissioned a short animated film called “KOMAL” on this subject and have suggested that it may be used for sensitizing the children as well as institutions. The film is accessible on Youtube in English, Hindi and regional languages, the links to which are annexed.
The Joint Secretary to Government of India, Ministry of Human Resource Development, Department of School Education & Literacy, New Delhi has, therefore, requested to take steps as appropriate in this regard to make the children aware of Good Touch and Bad Touch and also the avenues they can approach in case they need help.
In view of the above, all the Regional Joint Directors of School Education and the District Educational Officers in the State are requested to take necessary steps to circulate the same to all the schools (irrespective of managements) under their jurisdiction. to take appropriate steps in this regard to make the children aware of Good Touch and Bad Touch.
