OBJECTIVES:                              

The objective of the programme   is  to engage in a meaningful  stakeholder consultation   in preparation     of GP/Ward   level  action  plans  on  the  basis needs   of  the  village/      ward  viz.. drinking   water,  roads,  drains  etc.,  to achieve   overall  development  of the village  /ward  with  due  consideration of bench  mark values of the respective  sectors by theme  based  discussion with the recourse  persons/stake   holders.

To   achieve   above    objective    the   Government    has   devised   a  mission based  strategy  that  essentially tracks development   and  welfare  activities through  seven missions,  five grids and  five campaigns.



The    state   have    achieved   Double    Digit   Growth    with   an   integrated approach     towards   development   and   welfare    on   saturation   basis  of certain  assurances at  village  and  family  level  i.e.  Kutumba   Vikasam  and Samaja  Vikasam   by providing  basis  facilities  in each  village  during  the last
4 years with  untiring  and relentless  efforts  Structure  of the Programme:

The Government  is proposed to observe  41h   round  Nava  Nirmana  Deeksha from  2nd  June  to 2018   in all GPs I wards. The  programme   of NND   will  be initiated   by the  Hon'ble Chief  Minister  with  pledge  followed   by discussions on issues related   to State    Re- organisation   Act  and  Special  Status on 2nd June'  2018  at 9 Am  Benz Circle,  Vijayawada  .   All the  citizens  of the  State make   sure   to   take   the   pledge    by  reading  the   text   of  the   pledge distributed   in advance  .   At village  level  ,   Mandal  level,  District   level  the pledge  will be taken  fallowed   by  telecast  of Hon'ble   CM speech

They  are  therefore  requested  to  take   up the following activities  on the theme  under  above  Nava  Nirma Deeksha  Progbramme   on 6th  June,  2018:-

o    Achievement    of 100% Literacy

o    100% enrolment

o   Virtual  Classrooms

o    Digital  Classrooms

o   GrossEnrolment Ratio (GER)

o Cultural  activities   in  the  evening  during  the  Navanirma    Deeksha  as per the guidelines  of the District  Administration

o Print   the  pamphlets      on  going   educational   activities   at  School, Manda!,   Divisional,   District Level  and  display  the  same  on  61h    June,
2018   and   they   should   ensure  effective    participation   of  all  their officers  I stakeholders  in   the  programme   being  organise   at  GP  I Ward level  and  obtain  feedback  from the concerned.

o    District  wise gathering  of rank  holders ie.  10/10  GPA holders  in SSC-
2018 at a one place  and  felicitate   them  on 61h  June,  2018.
o Arrangements  should   be  made   properly   keeping   in  view   intense heat  wave  and  coordinate   with  MEOs and  ensure that  children  are not out to any undue  hardship. 
o    All the RJDSEs  and  DEOs  should  plan  and work out.
o    Hon'ble   Chief Minister  would  visit any one  District on that day.
It  is   also  requested   that  the  following    action   may  be  also taken  by  the concerned  officials  of the education  department.

;.> The public  speeches   and  debates   in all  GPs  I Wards  will be  conducted on every day from 2nd  June to 8th  June,  2018 on specified  themes.

;.> During   the  day  of  the  programme  the  GP/Ward   level   teams   will  make necessary  arrangements   for conduct  of the theme  of the programme   at the identified   location.


;,>       At  the  village  I ward  level,   people   will  be  attending  from  2.00   p.m.  to
5.00  p.m.   and  participate  in the deliberation on the theme  of the day.
;,> The day  wise  discussions  on  respective   assigned  themes   will take  place daily  during  afternoon  from  02.00  P .M.   to  05.00   P .M.   at  GP/Ward  level after  the telecast  of the Hon' ble Chief Minister  speech.
;,>       The discussion shall focus  on last four  years   achievements    made  on the

respective  themes  of the day's  programme,    major  challenges,  key issues, best practices,  benchmarks and  vision  for  short term,  medium  term,  long term and strategies  to achieve   the targets.
The discussion  shall be  coordinated    and  convened  by  the  Panchayat
Secretary/  Bill   collected    to  the  facilitated  by  the  village/   Ward   level functionaries    connected      to    the    theme.    All   village/     Ward    level functionaries  irrespective   of  the  department  like VEO,  VRO,  Agricultural officer,   Veterinary    Officer,   Ward   members,    sanitary   inspectors   shall attend   this activity   daily  in the  respective   GPs/ wards apart   from  the  JB Committee  members,  ASHA workers,   ANM,  AWW,  Sadhikar  Mitras  NRTs,
GP Sarpanch  and  others.

Hon' ble Chief  Minister  speech  will be live telecasted daily  on the related themes   to  all  the  GPs/  Wards  in   the  State.   It is  therefore   directed   to establish  a screen  at the venue  in each  GP and  to arrange  for the direct telecast of   the   Hon'ble     Chief   Minister   speech.    The   AP  Fiber    net Corporation  will  assist to  establish  the  screen   and   the  link  for  direct
telecast. 
Cultural  programmes  should  be  conducted  related   to  each   theme   of the day  after  telecast of Hon'  ble C.M  message / speech  and  discussion on the specified   theme  including   theme  based  songs.
The officials  of the education  department  shall coordinate with the Dept. of  Culture     to  conduct   programmes  like  Kuchiudi   dance,  folk  dance, songs,  rnusi.   puppetry,   poets  meet,  etc.,  in  all  GPs  I Wrds during  the programme  by arranging cultural  teams.
The officials  of education  department  shall  coordinate  with  the  Dept.  of culture  to ensure  participation   of school  children  in the  cultural  activities conducted  at GP I Ward level.  DPRO  should  coordinate  the schedule  of the day wise programme   and  logistics of the cultural  teams.
Competitions like debate   I elocutions I essay writings  / paintings  shall be conducted  daily  during   forenoon  in  each   GP  I  Ward  on  the  theme  of the  day.    Best  entries  in each  category  should  be  compiled    GP/Ward wise by the  Department f Culture.    The  winners  of the  competitions   shall be rewarded during  the afternoon  session of the same  day.
The   officials    of   Education     Department     shall    coordinate     with   the Department   of Youth  Advancement    and  Sports  to organise  traditional   I rural  games at GP /Ward  level
The personalities   who  have  shown  exemplary works  on the themes   of the programme  as scheduled    shall be felicitated   in  the  afternoon session of the programme.
An exhibition  is to be organised  daily  related   to the theme  of the day.
The  departments  concerned  for the  theme  of the  day  shall arrange  for dissemination   of required  material  for the Exhibition.
To   ensure    to   invite    the   academicians,      eminent    personalities/subject experts   to  participate   in  the  above   programmes  on every  day  of Nava Nirmana  Deeksha.
To  instruct     all    field    officers    to   prepare     brief   note/    talking    points concerning    their  subjects   as  per  the  above    subjects    and   to  ensure effective    participation    in  the  programme    being   organized   GP/  Ward level  to the concerned    District  Educational   Officers  and  inturn DEOs have 
to  be  consolidated    and  submit  the  same  to  the  0/o.   Commissioner  of School Education,   A.P.,  Amaravati  for taking  further  necessary  action.
