RC.37,Action Plan, Performance Indicators to AMOs

            Sub: -  SSA, A.P., Hyderabad - Pedagogy - Action Plan, Performance Indicators &                                  Quality Road map and guidelines- Communicated to DPO

            The attention of District Educational Officers and Project Officers, Sarva Shiksha Abhiyan in the state is invited to the subject and reference cited and they are informed  that the following gaps are identified in the implementation of the quality programmes at district level.  
  • Lack of monitoring at DPO and Mandal Level.
  • Lack of on-job support to the teachers.
  • Non Implementation of school complex meetings at U.P Level.
  •  Non- Achievement of learning outcomes.
  • Proper Implementation of CCE.
  • Non Implementation of Quality Road Map.

            To overcome above said gaps, the following Performance Indicators of AMOs, Strategy, Plan of action are designed to strengthening the enhancement of quality education.

1. Performance Indicators of AMOs:

1.      School Monitoring :
·         How many schools visited
·         How many class room instructions observed
·         No. of schools provided on job support
·         No. of schools implemented the Unit plan/Lesson Plan
·         No. of schools implemented the CCE
·         No of schools maintained formative and summative records.
2.      School Complex Meeting:
·         How many Primary school complex meetings visited 
·         How many Upper Primary school complex meetings visited
·         No of head masters  followed complex schedule communicated by State Project Office  
·         No. of School Complex head masters involved /Participated
3.      MRC:
·         How many MRC centres visited
·         What activities of MRC supervised & improved upon

4.      Review meeting/ meetings:
·         How many review meetings conducted at DPO level
·         How many review meetings conducted at divisional/Mandal level
·         How many meetings participated at district/divisional/Mandal level
·         Please bring qualitative monitoring aspects not just quantitative as indicated now.
5.      Teleconferences / Video conferences:
·         How many teleconferences organised and attended
·         How many video conferences organised and attended
6.      School Management Committees:
·         How many school Management committee meetings attended
7.      Trainings:
·         Have you prepared the plan of action for the conduct of trainings
·         Have you identified training needs of the CRTs of KGBVs, Part time Instructors, Madarsa Instructors and preparation of the plan of action
·         Have you identified local TLM & material for the different trainings organised at District/ Divisional/ Mandal/ Complex level.
·         Have you identified strong resource persons and subject experts for the trainings at all levels
8.      Research &Evaluation:
·         Have you conducted comparative evaluation of students according to their standards with base line test
·         Have you prepared evaluation reports of summative tests (3), formative tests (4) and follow up action. 
·         Have you identified sample schools for the State Level Achievement Survey (SLAS), and follow up action based on the results
·         Have you prepared abstract of all the research studies
·         Have you prepared report generation of the trainings, monitoring reports at different level etc
·         To be revised to indicate utilisation of evaluation reports and taking follow up action for demonstrating improvement achieved. 
9.      Others:
·         Have you prepared plan of action for the state level observation
·         Have you prepared action plan regarding quality subject
·           Have you conduct need based interactions with subject experts for improving quality of education at different levels
·         Have you prepare plan of action for the conduct of the interactive radio programmes
·         Have you submitted tour dairy every month or not
·         Have you submitted monthly progress report to the State Project Office in scheduled time or not.

To take the ideas and Opinions of all Joint secretaries of KGBVs a Convergence Meeting with Joint Secretaries of KGBVs conducted regarding conducting of State level Workshop for preparation of training material.

3. Quality Road Map

  1. Ensuring children to achieve Class specific, subject specific essential learning competencies, attainment of Expected outcomes (as per the Academic Standards prepared by SCERT). 
  2. Improved Teaching Learning Processes through 100% utilization of learning time and engagement of children by Time-on-task.
  3. Improved Assessment Procedures which are based on specific Academic standards, by adopting different means such as Oral & Written, Performance, pupil products, child portfolios, projects, teachers’ observation in harmony with Continuous Comprehensive Evaluation (Formative and Summative) procedures. 
  4. Setting Performance Indicators for Institutions and Individuals making Teacher and Head Master accountable with role clarity and increasing transparency in the system.
  5. Improved participation of parents by making SMCs is functional and vibrant. The community participates in school matters, demonstration of the performance of the children to SMC members, monitoring of attendance of pupil, utilization of grants, mid-day meals, preparation of School Development Plan.
  6. Implementation of Academic activities such as Wall Magazine, School Postbox, Honesty Box, Children Clubs, Children Diary etc., and innovative activities such as Weather Station, Compost Pit, Free Plastic zone, Talent Search Activities etc. in the schools for all round development of the child
  7. Organization of National and International importance events/days in the schools.  
  8. Implementation of READ programme (READ, ENJOY AND DEVELOP) to develop reading habits among the children by using the children literature available in the school. One period shall be provided in the school time-table for reading.  Celebration of “PATANOTSAVAM” from 14th to 21st November during Library week.
  9. Inclusion in Education: Implementation of inclusive practices (Social inclusion, academic inclusion, gender inclusion, inclusion of CWSN) in schools and in classroom process to address the issues of equity & equality. Three elementary model schools in each mandal across the State are adopted and the philosophy of ‘Inclusion in Education’ is fully implemented. From 2014 – 15, this programme is scaled up to 6 schools per mandal.
  10. Development of School Leadership is the thrust area for transforming the schools as effective learning organization.  Developing visionary leadership among school Heads and teachers as effective Instructional leaders shall be the prime concern.
  11.  Strengthen of Monitoring – State Level, District Level and Mandal Level.
    1. Intensifying the regular monitoring of schools with a focus on academic improvement and well being of the child. The monitoring shall be redefined by adopting strategies such as Mentoring, Coaching, Building quality relationships, Trust, Leading the Change, Leading of academic innovations.  
    2. Monitoring of schools by constituting special Teams at different levels to conduct academic audits for every quarter.
  12. Development of Elementary Model Schools as centers of Academic excellence, trend setters, center for Innovative school and academic practices. Increase of three model elementary schools to six model elementary schools in each mandal.

4. Guidelines to DPOs /AMOs

·         Constitute the monitoring team with collaboration of DIET staff.
·         Monitoring the schools regularly.
·         Confine and furnish the Monitoring report to SPO by 5th of every month.
·          To focus   on the children, who are lagging behind
·         To improve the performance of the teachers.
·         To implement the road map of quality education.
·         Conduct monthly academic review meetings with all MEOs.
·         Conduct monthly review meeting with CRPs performance.

·          Conduct review meeting with DLMTs/Part Time Teachers.
